All talk and no action? Not this VOICES Group! 

VOICES is a committee of the FJC made up of survivors who have reached a level of healing where they feel prepared to share their stories, provide feedback from a survivor perspective on FJC programs/systems, and to advocate on behalf of those whose voices have been silenced by violence.  This monthly section of the FJC newsletter is dedicated to the journeys and perspectives of the VOICES membership so that their voices are always heard.

The VOICES members have been busy making appearances, taking courses and acquiring training. All of these undertakings serve to make us a more effective part of the Family Justice Center Hillsborough County (FJC), as well as the entire Tampa Bay community. By reaching out, we are better able to “put feet” on our passion to make a difference, get moving to become a more visible force, and draw attention to the group’s determination to see our goals and visions brought to pass. We’re out to make things happen with purpose and excellence through work done at our monthly meetings, public interviews, writing articles, taking classes or at speaking engagements.

Three VOICES members have joined up with the Sexual Violence Task Force Speakers Bureau. They attended a training session in January on public speaking skills, and will follow up with a session in March on work and interaction with the media. 

In December Katy attended the “Probable Cause―Predominant Aggressor” class held at FJC, taught by Rod Reder. She was able to acquire a better understanding of the procedures and perspectives of law enforcement officers regarding their work in domestic violence matters.

Kimberly was guest speaker at “Women of Grace” at Grace Family Church, “Breaking the Silence... so Healing can begin.”  March 8th, she will be presenting, The Complexity of Domestic and Intimate Partner Violence: No Longer a Social Justice Issue But A Maternal and Child Health (MCH) Epidemic at The National Healthy Start Association’s Annual Spring Conference on Capitol Hill in Washington, DC. February 18th, she was invited as a Victim Advocate by Dr. Keisher Highsmith, Lieutenant Commander, US Public Health Service and Karen Hench, Interim Director Division of Healthy Start and Perinatal Services, Dept of HHS, HRSA/MCHB, Washington, DC to be a part of the Workgroup to execute a three year plan to bring Domestic Violence to the forefront in the Division.  A task she graciously accepted.

Patty recently spoke to the staff at Bay Area Legal Services, where she was well received as she shared about domestic violence. 

Carolyn completed the “Gift of Presence” Chaplaincy course, and was featured as “Extraordinary Woman” in the February issue of Tampa Bay Parenting Magazine. She is currently working with ABC Action News on their Emmy award winning prime time special, “Taking Action Against Domestic Violence,” bringing more attention to the work of the FJCHC. Her 1-hour interview on Cindy Weintraub Brennen’s New York radio program, “Help, Hope & Healing,” when she was able to plug FJC and VOICES, will soon be available on her website.

VOICES will also be participating in various levels at “Take Back the Night” on April 16. Members will be hosting a VOICES table, speaking as survivors, and there will be an author’s book table, which will make Verizon Hope Line packets available for those who are interested in donating used cell phones to victims of domestic/intimate partner violence. 

In addition to all these accomplishments, the VOICES Group has begun seeking opportunities to work with our local media, and anticipates doors opening to begin interaction with law enforcement, government officials and other agencies and organizations.

FJC Partner Council Spotlight

The FJC ‘Partner Spotlight’ for the month of February is Success 4 Kids & Families, a new partner with the Family Justice Center.
Success 4 Kids & Families is a non- profit organization founded in 2005, providing community– based case management and wraparound support for kids and families in need. Success 4 Kids & Families promotes success for children and their families struggling with mental health, behavioral and emotional issues. 
Success 4 Kids & Families works with families who are at or below the official poverty line as determined by the federal government. Success 4 Kids & Families is organized as follows: Educational Consultation, Intake and Assessment, Case Management and Training. Educational Consultation and support to children, families and agencies are offered through SEDNET. 
The Florida Legislature created the Multiagency Network for Students with Severe Emotional Disturbance (SEDNET) in 1981 in recognition of the significant cost and lack of progress of students served outside the state in psychiatric residential treatment. The main purpose of SEDNET is to coordinate services for children and families to reduce the incidence of residential placement.  SEDNET participants represent consumers, caregivers, and providers of health, education, and human services throughout the State of Florida 
Successful Kids is a program designed to help children with emotional, mental health or behavioral health issues. The Case Management and support services programs are called THINKids. These are independent case management programs providing “wraparound” services that bring services to the child and family to meet their needs. These services can be traditional therapeutic services as well as non-traditional, creative services that are individualized for each family. Direct services are brokered by the programs and provided by independent contractors that the families choose. 
Success 4 Kids & Families also collaborate with other organizations such as the Healthy Start Program. This program helps serves pregnant and post-partum women and their babies by providing case management, education and counseling. Through this program 20,000 women are screened annually for the program. These services are provided
 in home and in the community. 
Success 4 Kids & Families provides local, state, national and international clients with in-depth, state of the art instruction about working with children and their families who are struggling with emotional, behavioral, or mental health issues.  In collaboration with the University of South Florida, they provide evaluation and adherence to system of care values and principles for children’s mental health systems in the United States 
The last program that this organization has is Intensive Therapeutic Intervention – Diversion Program which is called Successful Families. This is a voluntary diversion program serving children at risk for out of home placement.
Successful Families provides clinical case management and in-home therapy for families.
Success 4 Kids & Families is funded by the multiple governmental entities.
They served over 1,600 children last year with an 85% success rate.  In addition to providing services to approximately 18,000 pregnant women.

We hope that these rooms can provide a relaxing and soothing environment for our guest visiting the Family Justice Center. We have two rooms that are in need of some tender love and care. Nuts and Bolts is a four part (FJC 101, 201, 301, 401), 2-day training offered to advocates, volunteers, interns, clergy, and other community based providers who work with victims of domestic violence. Children with Sexually Acting Out Behaviors

 SAIN is a collaboration of volunteer professionals working to reduce the incidence of child on child sexual abuse in our community through identifying, referring, supervising and treating children with sexual behavior problems.


“Children with Sexual Acting Out Behaviors” is a two-hour, introductory course for professionals working with children.  This course enables participants to distinguish between healthy and problematic sexual behaviors in children.  Topics including characteristics of sexually abusive youth, definition of child sexual abuse, strategies for preventing further victimization and the legal process in Hillsborough County are also covered in this course.

SAIN is very excited to announce that we have added a new component to our program! Please see below for more info.
Any individual with a concern about a child’s sexual behavior may make a referral to the SAIN Program.  The SAIN Program will offer a face to face assessment of the child and family to determine if a sexual behavior problem exists. Individualized Safety Planning will be developed with the family to address the client’s/families unique needs. Action steps will be identified by the family and timeframes for completion noted.  Psycho-Education will be offered to the client/family about the dynamics of child-on-child sexual abuse; normal sexuality in children/adolescents; healthy relationships; sexual abuse prevention activities, facilitated by the SAIN Family Coordinator. Individualized Information and Referral services will be provided to the client/family and driven by the SAIN assessment.  Treatment service recommendations will be given to the client/family and follow-up by the SAIN Family Coordinator will be made to determine progress towards completion of the identified safety plan action steps.

To create a culture shift to eradicate domestic violence in our community while overcoming obstacles and challenges through advocacy, education and training. 

Statement of Philosophy:
Domestic Violence is a choice made by persons who strive to achieve power, control, and gratification through the manipulation of another person. This is obtained through a variety of abuse, such as, emotional, physical, sexual, psychological and economic. It is the objective of this training series to educate the community to further understand these types of victimization. Clarifying this would promote better and more meaningful supports and services. This is accomplished through:
Training at the community and local level
Dissemination of a variety of education materials
Challenge system wide beliefs through multi-disciplinary collaborations

Dynamics of Domestic Violence – (also known as domestic abuse or spousal abuse) occurs when a family member or intimate partner dominates another through coercion, threats or physical abuse. This course will provide a basic understanding of the dynamics of power and control, forms of abuse and ways in which community members can intervene to provide safety and support to survivors.

Hillsborough Kids, Inc. – This class will address the Florida Statute Chapter 39 as it pertains to our children coming into care. Discussion will include the process for when the children are in care, such as, how and what is developed in terms of the case plan where the parents will need to follow in hopes of gaining back their children, how the adoption process works when the parents do not follow the case plan or abandon the children, and what resources our community has to support these families by providing assistance to the parents and reducing the risk of harm to the children.

Effects of Family Violence on Children – This course will examine normal developmental milestones in young children and the potential impact of family violence on children’s learning, health and behavior. Family violence includes the impact of domestic violence in the family as well as the impact of child abuse.

Safety Planning and Lethality Assessment – This class will assist with discovering the links between an abusive partner’s behaviors and gauging the level of threat a particular victim faces, taking steps to increase personal security before and after violence and preparing to get to a safe place. The class will also explore safety planning from the child welfare perspective.  The safety plan is a specific course of action that is determined necessary to control threats of serious harm or supplementing a family's protective capacities implemented immediately when a family's protective capacities are not sufficient to manage immediate or serious harm threats.

Child Protective Investigations – The class will provide basic information on how abuse reports are handled from the Florida Abuse Hotline through distribution to the field.  Additionally, it will address the investigations process; types of reports investigated, maltreatments, and mandated reporting.

Mental Health and Trauma – This class is designed to assist service providers with identifying mental health issues among families they serve. Appropriate referrals, crisis intervention strategies, and information regarding work with survivors of trauma will also be addressed.  The concepts of resiliency and the journey from victim to survivor to thriver will also be explored.

Substance Abuse – This training is designed to assist service providers with identifying substance abuse and intervention strategies.  Effects of substance abuse on children and considerations to be taken when working with substance abusing survivors and perpetrators of domestic violence will also be discussed.

Cultural Competency – The focus of this training is to understand how domestic violence crosses over all socio economic classes, races, and ethnicity. Helping child welfare participants to make better decisions about how domestic violence impacts families & children and understand how cultural issues impact family acceptance of service. Helping others gain a better understanding of cultural competency and domestic violence.

Understanding Batterers and Batterers Intervention Programs – This training will focus on understanding the Model used in psycho-educational treatment and the learning how to increase communication between BIP providers and child welfare professionals. Additionally, participants will look at how domestic violence impacts our society as a whole.

Compassion Fatigue – This class focuses on how exposure to family violence affects those in the helping professions.  Discussion will consist of coping and adapting measures to assist in the prevention of burn-out.

The Child Welfare/Domestic Violence Training series is designed for all staff who works in the child welfare and/or domestic violence systems. It is designed to provide a comprehensive understanding of issues facing families impacted by child welfare and domestic violence issues. The goal is to help all professionals understand the complex issues of both child welfare and domestic violence advocates, and begin to develop a common understanding and language.

Family Justice Center Alliance Conference

The 11th Annual International FJC Conference, "Dream Big…Change the World” hosted by the Family Justice Center Alliance, will include discussions on issues related to the handling of domestic violence, child abuse, sexual assault, elder abuse and stalking cases in the context of the Family Justice Center model. The Alliance welcomes law enforcement personnel, prosecutors, shelter staff, community-based victim advocates, civil attorneys, judges, counselors, policy makers, elected officials, board members, survivors, parole and probation officers, rape crisis workers, medical personnel, educators, and all others interested in the future of family violence prevention. The conference faculty includes nationally and internationally recognized subject matter experts, advocates, and survivors.

This conference will focus on leadership, accountability to survivors, guiding principles and promising practices in the rapidly evolving national and international movement toward Family Justice Centers and other approaches to co-located, multidisciplinary services for victims of family violence and their children.  The conference will also include practical, hands-on training for police officers, prosecutors, advocates, and medical professionals in the day to day handling of domestic violence and sexual assault cases. This year’s conference will be in partnership with the National District Attorneys Association, National Center for Prosecution of Child Abuse. Professionals from the child abuse and domestic violence intervention and prevention fields will be able to network and cross-train while attending various shared sessions.
