Slavery in the United States existed as a legal institution in North America for more than a century before the founding of the United States in 1776, and continued mostly in the South until the passage of the Thirteenth Amendment to the United States Constitution in 1865. Before the widespread establishment of chattel slavery, much labor was organized under a system of bonded labor known as indentured servitude. This typically lasted for several years. People paid with their labor for the costs of transport to the colonies. They contracted for such arrangements because of poor economies in their home countries. 
From the 16th to the 19th centuries, an estimated 12 million Africans were shipped as slaves to the Americas. Of these, an estimated 645,000 were brought to what is now the United States. By the 1860 United States Census, the slave population in the United States had grown to four million The Emancipation Proclamation was an executive order issued by United States President Abraham Lincoln on January 1, 1863, during the American Civil War under his war powers. It proclaimed the freedom of 3.1 million of the nation's 4 million slaves. 
You are probably wondering why it is that I am giving you all a quick history refresher on the issue of slavery in the U.S. Slavery is the thing of the past. Slavery was abolished in 1863……..or was it?
Human Trafficking is defined as the recruitment, transportation, transfer, harboring or receipt of persons, by means of the threat or use of force or other forms of coercion, of abduction, of fraud, of deception, of the abuse of power or of a position of vulnerability or of the giving or receiving of payments or benefits to achieve the consent of a person having control over another person, for the purpose of exploitation.

FJC VOICES Committee

VOICES is a committee of the FJC made up of survivors who have reached a level of healing where they feel prepared to share their stories, provide feedback from a survivor perspective on FJC programs/systems, and to advocate on behalf of those whose voices have been silenced by violence.  This monthly section of the FJC newsletter is dedicated to the journeys and perspectives of the VOICES membership so that their voices are always heard.

A New Beginning….. Happy New Year from the VOICES Advocacy Committee!   
Although we have been working hard for quite some time we realize many may not be aware of who we are and what we are doing.  
It is my honor to introduce to you some amazingly strong survivors of domestic violence who are absolutely committed to work tirelessly, make sacrifices, and ignore many risks to make sure our voices are heard to stop the violence, the VOICES Advocacy Committee.  Our Mission is to advance the effort to eradicate all forms of family violence and our Vision is to create a safer society in which family, domestic and intimate partner violence is no longer tolerated.  
Special thanks go to Shannon Sokolowski and Nikki Daniels, two incredible women and friends who forge the way to find every opportunity for us to share our voices, we thank you! 
I want to introduce to you our current members.  I start with Kimberly, our amazing Chairperson and fearless leader, recently featured on ABC’s primetime special on Domestic Violence.  Kimberly leads our team despite the many surgeries she has had to go through to repair the damage done at the hands of her abuser; she is quick to share her wit and humor while tirelessly sacrificing to help drive our organization to dream big, taking small steps while moving fast.  Patty, our co-chair, is a true miracle having survived the deaths of her two precious children and being shot herself she shares her amazing testimony of survival and hope and was the key speaker at the Cup of Hope’s Spotlight on Survivors in 2010.  Then we have our secretary, our Dr. Emma, her background as a clinical therapist and incredible survivor of what she has labeled the “silent killer”, emotional and verbal abuse, helps bring to the table her wealth of experience from her field of work and her life in under abuse.  Katie, our youngest member, is a brave survivor who brings her youthful views and laughter to the group reminding us that abuse can also occur at an early age.  And then there is me,  Nancy, the Outreach Representative, a professional business owner and survivor who shares a special bond with Patty having my two young children also become the most innocent victims of this horrible crime over 10 years ago. My goal is to show others how to go from victim to survivor then on to thriver. Together or apart we share our experience, strength, and hope and our stories to help others, raise awareness of the many resources the Family Justice Center has to offer, and to bring awareness of the many aspects of domestic violence.  
We look forward to meeting you and encourage you to book one of these amazing speakers for your next event.  Together each of us can help make domestic violence something only read about in history books.

We need your help! You are invited to submit a name for our Social Enterprise.

The Children's Board of Hillsborough County, in partnership with the Rotary Club of Tampa, hosted the Annual Innovative Business Plan Competition. The competition is designed to encourage and support social entrepreneurial ventures by Hillsborough County non-profit organizations that result in an earned income business strategy. The formation of the business plan involved multiple planning sessions on brainstorming, market research, management plan, and financial plan, etc. This process was challenging and rewarding and as a result we created the Family Justice Center Training Institute. On September 30, 2011 the FJC was awarded second place in this business plan competition  a $15,000 financial award to assist with start-up cost for implementation of this venture. 
The Family Justice Center has been providing services and training in Hillsborough County for over five years.
We have realized that more work is needed in order to eradicate domestic violence in our community. It is our hope that by extending our training program to other groups that we will have a greater impact on our community. We need everyone to be educated on this topic because we know it affects one in four people in our community. We also know that teens are at greater risk then adults and we know that they rarely reach out for support. The Family Justice Center Training Institute looks at these issues and provides you with the tools and resources to help in addition to promoting advocacy and awareness of all forms of Domestic Violence. 
The FJC is excited about this future enterprise and looks forward to continuing to meet the needs of the community through quality education and training. This is a great opportunity for creative wordsmiths! The name “Family Justice Center Training Institute” is boring ! We need a name that catches the attention of the reader, expresses the advocacy that is part of every training we offer and demonstrates the depth of expertise of the agency. The winning name will be used widely to promote this venture.
This yet-to-be-named project (this is where you fit in) is set to open in early 2012.

FJC Partner Council Spotlight

The FJC Partner Spotlight for the month of December is Healthy Start. Healthy Start has been providing services in Hillsborough County for over 20 years. Success 4 Kids & Families is contracted to provide the Healthy Start Program in Hillsborough County. 
Healthy Start  is a voluntary program that provides services to pregnant women and guardians who are parenting a child under the age of one. The goal of the Healthy Start program is to decrease infant deaths, increase healthy pregnancies and assist the child in having a healthy first year of life. This is an in home education program that talks about issues related to the baby. There are two ways to refer individuals to services at Healthy Start. The first way is to fill out a Healthy Start Community Referral Form or have a pregnant women and new moms call 813-307-8016.
The Healthy Start worker will meet the client wherever is most convenient for them, if that’s at home, in the workers office or at a Neighborhood Service Center.

Family Justice Center is now accepting resumes for FJC Service Specialist!

Responsibilities include:
Conduct interviews with Domestic Violence victims/survivors in order to assess needs and provide information, referrals, and support.
  Schedule appointments for FJC guests with FJC partner agencies.
    Prepare and maintain case records and information necessary for agency reports.
      Work as part of a team to ensure quality service provision for FJC guests.
A competitive benefits package is offered, including health, dental and life insurance, short term disability, and a retirement plan, all paid by the agency.  Vacation, sick and personal time off is also included.  Applicants must be bi-lingual (English/Spanish).  Must have ability to work until 8pm Monday-Thursday.  Applicants must have knowledge of domestic violence issues and local community resources.  This position requires a Bachelor’s degree and one year of experience in interviewing and needs assessment is preferred.  Interested parties should e-mail their resume to FJC Program Coordinator, Shannon Sokolowski, at program@fjchc.org.

Routine screening for domestic violence and brief counseling was recommended by the Institute of Medicine and will be implemented as part of the Affordable Health Care Act roll out in 2012! Join Jacquelyn Campbell for a discussion on impact, implementation and the exciting new opportunities for advocates to collaborate with healthcare professionals in a variety of settings.   

The Presenter:
Jacquelyn Campbell is the Anna D. Wolf Chair and a Professor in the Johns Hopkins University School of Nursing with a joint appointment in the Bloomberg School of Public Health. She has been conducting advocacy policy work and research in the area of violence against women since 1980 and has published more than 200 articles and seven books. Dr. Campbell has been PI on 10 major US government funded research grants and Co-Chaired the Steering Committee for the WHO Multi-country Study on Violence Against Women and Women’s Health and has consulted extensively in Canada, Uganda, South Africa, the UK, Norway, Australia and New Zealand.

Children with Sexually Acting Out Behaviors

 SAIN is a collaboration of volunteer professionals working to reduce the incidence of child on child sexual abuse in our community through identifying, referring, supervising and treating children with sexual behavior problems.


“Children with Sexual Acting Out Behaviors” is a two-hour, introductory course for professionals working with children.  This course enables participants to distinguish between healthy and problematic sexual behaviors in children.  Topics including characteristics of sexually abusive youth, definition of child sexual abuse, strategies for preventing further victimization and the legal process in Hillsborough County are also covered in this course.

Statement of Philosophy:
Domestic Violence is a choice made by persons who strive to achieve power, control, and gratification through the manipulation of another person. This is obtained through a variety of abuse, such as, emotional, physical, sexual, psychological and economic. It is the objective of this training series to educate the community to further understand these types of victimization. Clarifying this would promote better and more meaningful supports and services. This is accomplished through:
Training at the community and local level
Dissemination of a variety of education materials
Challenge system wide beliefs through multi-disciplinary collaborations

Dynamics of Domestic Violence – (also known as domestic abuse or spousal abuse) occurs when a family member or intimate partner dominates another through coercion, threats or physical abuse.  This course will provide a basic understanding of the dynamics of power and control, forms of abuse and ways in which community members can intervene to provide safety and support to survivors.***3 CEU’s***

Child Protective Investigations – The class will provide basic information on how abuse reports are handled from the Florida Abuse Hotline through distribution to the field.  Additionally, it will address the investigations process; types of reports investigated, maltreatments, and mandated reporting.

The Court System – Civil Dependency– Dependency law as related to child abuse and domestic violence will be discussed along with granting civil injunctions for protection and enforcing them and family law (establishing paternity, custody, visitation, support and obtaining a divorce).

Mental Health and Trauma – This class is designed to assist service providers with identifying mental health issues among families they serve. Appropriate referrals, crisis intervention strategies, and information regarding work with survivors of trauma will also be addressed.  The concepts of resiliency and the journey from victim to survivor to thriver will also be explored.

Substance Abuse – This training is designed to assist service providers with identifying substance abuse and intervention strategies.  Effects of substance abuse on children and considerations to be taken when working with substance abusing survivors and perpetrators of domestic violence will also be discussed.

Cultural Competency – The focus of this training is to understand how domestic violence crosses over all socio economic classes, races, and ethnicity.  Helping child welfare participants to make better decisions about how domestic violence impacts families & children and understand how cultural issues impact family acceptance of service. Helping others gain a better understanding of cultural competency and domestic violence.

Understanding Batterers and Batterers Intervention Programs – This training will focus on understanding the Model used in psycho-educational treatment and the learning how to increase communication between BIP providers and child welfare professionals. Additionally, participants will look at how domestic violence impacts our society as a whole.

The Child Welfare/Domestic Violence Training series is designed for all staff who works in the child welfare and/or domestic violence systems. It is designed to provide a comprehensive understanding of issues facing families impacted by child welfare and domestic violence issues. The goal is to help all professionals understand the complex issues of both child welfare and domestic violence advocates, and begin to develop a common understanding and language.

Stalking is a dangerous crime that affects 3.4 million adults in the United States each year.  The better we understand the facts about stalking, the more we can do to stop it.
Stalking is a series of actions that make you feel afraid or in danger. Stalking is serious, often violent, and can escalate over time. A stalker can be someone you know well or not at all. Most have dated or been involved with the people they stalk. Most stalking cases involve men stalking women, but men do stalk men, women do stalk women, and
